Provides dynamic panning (moving) of the view.

To use this feature:

1.  Select "Pan View" from the "View->Zoom and Pan" menu

2.  click anywhere in the view (Panning will occur relative to this point)

3.  Drag in any direction to pan the view in that direction

Tip: A faster way to pan is to hold the middle mouse button and drag.
